Permissions are also accorded on the basis of reciprocity to foreign diplomatic Missions to run cultural centres as branches of the Missions only in places where they have diplomatic or consular representation. The function of other foreign cultural centres sponsored or supported by friendly foreign Governments, or autonomous foreign organization having governmental support, should be finalized in terms of Cultural Agreements and/ or Exchange of letters and their cultural activities may be promoted accordingly.

The ICCR is associated with according approvals for activities in the field of art, education and culture undertaken by foreign Missions/ Cultural Centres where they do not have any diplomatic representation... All Diplomatic Missions are required to provide the ICCR with such information as may be required from time to time.

The Council also administers seven British Libraries in Ahmedabad, Bangalore, Bhopal, Chandigarh, Hyderabad, Pune and Thiruvananthapuram as listed below:
